The short answer

11 of the 1,774 official Rare Pepes (about 0.6%) were first registered on-chain with a quantity of 0 — claiming the asset name without minting any cards — and then had their supply issued in a later transaction.

This is a narrow, specific pattern: the very first issuance minted zero. It is not the same as “minted supply more than once.” Plenty of other cards minted some supply up front and then issued more in later transactions before locking — a separate class we cover in a companion FAQ.

All Rare Pepes are non-divisible, so “supply added” is the literal card count. Block heights are exact and verifiable on any Counterparty explorer.

A few that stand out

• PENPEN registered the name and minted its supply in the same block (479126) — technically two issuances, but back-to-back.
• SEGWITPEPE sat as an empty, supply-less name for ~33 days (4,887 blocks, 19 Feb → 24 Mar 2017) before any cards were minted — the longest wait of the group.
• KIDPEPE is the supply outlier: where the others added tens to a few thousand units, KIDPEPE minted 31,072,009.

How we counted this

On Counterparty, creating an asset and adding supply are both issuance transactions. You can issue an asset with a quantity of 0 — which just claims the name and pays the fee — and then issue more later. That is exactly the pattern this question is about: first issuance quantity = 0, a later issuance quantity > 0.

The tempting shortcut — “count assets with more than one issuance” — does not work. All 1,774 Rare Pepes have multiple issuance records, because locking an asset (so no more can ever be minted) is itself a separate issuance. So the real test is specifically about the first issuance being zero.
